The Demise of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are waged: optimistic declarations are delivered from multiple capitals. Significant resources is expended on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability provided through timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile aerial threats flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely delivered by partner states. Every deployment shakes the surroundings, causing tremors. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, sparing the city from ruin and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This trend will, undoubtedly, continue.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is unrealistic to compel Moscow to abandon the territory that it presently holds in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does nothing to deter Moscow, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but preventing a complete military breakdown until circumstances change in its favour.

Existing Situation

Objectively, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
